In the Mac app, on this Mac. You don't need an account or to upload anything.

Can I open an album on another Mac?

Yes. The .peproje file from Save project carries the layout and the original photos together.

JPEG and HEIC.

The app checks for a new version at launch and from time to time; the update installs in one click and tells you what changed, in your language.
